The Director of Finance shall be responsible to the Council for the administration of all Municipal affairs placed in the Director of Finance's charge by the Charter and Council. The powers and duties of the Director of Finance shall include, but not be limited to, the following:
(A) The Director of Finance shall attend meetings of the Council. The Director of Finance shall have the right to take part in discussion, but may not vote.
(B) The Director of Finance shall be responsible for the clerical work in connection with the operation and management of any public utility or public works operated by the Municipality.
(C) The Director of Finance shall be the fiscal officer of the Municipality and shall perform all services and discharge all duties and be subject to all obligations required of municipal auditors and municipal treasurers by the general laws of the State, and this person shall give a corporate surety bond for the performance of such persons duties as Director of Finance in such sum as may be required by Council.
(D) All fees of any kind or nature whatsoever collected by the Director of Finance, and all compensation other than salary received by the Director of Finance in any manner whatsoever growing out of or connected with this position as Director of Finance of the Municipality shall be by such person paid into the Treasury of the Municipality.
(E) The Finance Director may serve as Clerk of Council.
