Section 4.10 Clerk of Council.

The Clerk of Council shall be appointed by Council by two-thirds of its membership. The Clerk of Council shall attend meetings of the Council and keep a record of its proceedings, and of all rules, bylaws, resolutions and ordinances passed or adopted, which shall be subject to the inspection of all persons interested.
