951.15 COLLECTION BY AUTHORIZED AGENTS.

No person other than an authorized agent of the Municipality, or an authorized agent of a person who has contracted with the Municipality shall charge or collect a fee for the collection, removal or transportation of garbage, trash or recyclables from residences within the Municipality.
