An owner of a building who neglects or refuses for thirty (30) days to affix to the same the number assigned by the Village Manager or the Village Manager’s designee, or who shall affix to the same or retain thereon more than five (5) days any number contrary to the direction of the Village Manager or the Village Manager’s designee, or who refuses or neglects to comply with any provision of this ordinance, shall be guilty of a minor misdemeanor and each day of noncompliance shall constitute another offense.
