Whenever numbers are assigned to a building, the Village Manager shall send the owner or owners a written notice informing them of such numbering or renumbering and directing them to affix to such premises numerals indicating the number thereto assigned. It shall thereupon become the duty of the owner or owners to affix said numbers within thirty (30) days after the sending of such notice.
