133.04 DEPARTMENT HEADS.

(a) Department Heads. Each Municipal department shall be headed by a full or part- time department head. The Village Manager shall appoint all department heads, subject to the advice and consent of the Council by majority vote. The Park and Recreation Department shall be headed by the Village Manager.
