The duties and responsibilities of the Park Board shall be as follows:
(a) In conjunction with the Village Manager, the Park Board shall help establish and implement goals, practices, procedures and philosophies to be followed in the organization and operation of the park and recreation programs of the Village.
(b) In conjunction with the appropriate department heads and the Director of Finance, the Park Board shall prepare and recommend an annual budget for the Park and Recreation programs to be submitted to Council for approval.
(c) The Park Board shall solicit suggestions and recommendations from Village residents regarding the operation, equipment, maintenance and development of the Park and Recreation programs of the Village.
(d) The Park Board shall make recommendations to Council regarding the acquisition of new parks and major capital improvement to enhance the development of the Park and Recreation programs.
(e) The Park Board shall approve the annual report detailing the activities of the Park and Recreation Department. This report shall be submitted to the Montpelier Village Council.
(f) In conjunction with the Village Manager and appropriate Department Heads, the Park Board shall make recommendations to any changes to the “Rules of the Park” for approval from the Montpelier Village Council.
