No alteration of any structure of significant exterior architectural feature thereof in any designated Preservation District shall be undertaken prior to obtaining a Certificate of Appropriateness from the Building Department and a Certificate of Occupancy shall be issued by the Building Department for the construction, reconstruction, alteration, or demolition of any area, place, site, building, structure, object, or work of art within a designated Preservation District unless the application for such permit is approved by the Design Review Board through the issuance of a Certificate of Appropriateness in the manner prescribed herein.
