1501.13 ADDITIONS TO CODE.
   (a)   Storage of Explosives and Blasting Agents. The limits referred to in the Ohio Fire Code adopted herein, in which storage of explosives and blasting agents is prohibited, are hereby established as follows: The Village limits except upon written permission of the Fire Chief.
   (b)   Storage of Flammable Liquids in Outside Aboveground Tanks. 
      (1)   The limits referred to in the Ohio Fire Code adopted herein, in which storage of flammable liquids in outside aboveground tanks is prohibited, are hereby established as follows: The Village limits except upon written permission of the Fire Chief.
      (2)   The limits referred to in the Ohio Fire Code adopted herein, in which new bulk plants for flammable liquids are prohibited, are hereby established as follows: The Village limits except upon written permission of the Fire Chief.
   (c)   Bulk Storage of Liquefied Petroleum Gases. The limits referred to in the Ohio Fire Code adopted herein, in which bulk storage of liquefied petroleum gas is restricted, are hereby established as follows: The Village limits except upon written permission of the Fire Chief.
   (d)   Routes for Vehicles Transporting Explosives and Blasting Agents. The routes referred to in Section FM-3-07 of the Ohio Fire Code adopted herein, for vehicles transporting explosives and blasting agents, are hereby established as follows: State routes except upon written permission of the Fire Chief.
   (e)   Routes for Vehicles Transporting Hazardous Chemicals or Other Dangerous Articles. The routes referred to in the Ohio Fire Code adopted herein, for vehicles transporting hazardous chemicals and other dangerous articles, are hereby established as follows: State routes except upon written permission of the Fire Chief.

   (f)   Permits for Installation, Repair, Abandonment, and Removal of Underground Storage Tanks; Fees.
      (1)   The Fire Chief, or a member of the Fire Department as designated by the Fire Chief, is authorized to inspect and issue written permits for the installation of, the making of major repairs on site to, abandonment of, and removal of underground storage tanks, as that term is defined in rule 1301:7-02 of the Ohio Administrative Code, within the Village.
      (2)   The following inspection fees shall be paid by any person or entity prior to commencement of any work.
         A.   If a storage tank is being installed, upgraded, repaired or removed, the inspection fee shall be twenty-five dollars ($25.00) per tank.
         B.   If piping on the storage tank system is being repaired, installed, or upgraded, the inspection fee shall be twenty-five dollars ($25.00), per site.

   (g)   Appeals. Whenever the Chief of the Fire Department disapproves or refuses to grant a permit applied for, or when it is claimed that the provisions of the Ohio Fire Code adopted herein do not apply or that the true intent and meaning of the Code have been misconstrued or wrongly interpreted, the applicant may appeal from the decision of the Chief of the Fire Department to Council within thirty days from the date of the decision appealed.
