The owner of private property which is served by the waterworks system by pipes connected with said system to convey water thereto, shall, as well as any lessee, tenant, or inhabitant of the premises, be liable to the Municipality for all water from said system used upon the said premises and, after ninety days from billing, any unpaid bill for services rendered by the waterworks system may be certified by the Manager, to the County Auditor to be placed upon the tax duplicate and collected as other Municipal taxes, or, the said unpaid bill may be collected by any other appropriate legal action in the name of the Municipality.
