(a) In the event any water charge assessed against any tenement or premises is not paid on or before the fifteenth day of the calendar month billing, an additional charge of ten percent (10%) of the original charge shall be charged and assessed against such tenement or premises.
(b) In the event the bill for any services rendered by the waterworks system remains unpaid for a period of thirty days, such water service may be terminated and such service shall be resumed only upon payment by the user or owner of the premises of all delinquent charges and the special charges herein provided.
