Decisions of the Manager may be appealed to the Board of Zoning Appeals by filing a written notice of appeal with the Clerk of Council within fifteen days of the Manager’s decision. The Board of Zoning Appeals shall follow the general procedures established for it in the Zoning Code and decisions of the Board of Zoning Appeals shall be made on the basis of the need to protect, preserve and improve the storm sewer system, equal treatment of like properties, fairness to unique properties, and the health and welfare of citizens. The Board may affirm, reverse or modify any decision of the Manager.
