931.07 ADMINISTRATION.
   The Manager shall manage the Storm Drainage Utility and is authorized to develop, adopt, and enforce rules and regulations to implement the Storm Drainage Utility. Such rules and regulations or any addition to or amendment thereof shall become effective upon approval of Council. The rules and regulations made by the Manager shall be kept on file in the Office of the Clerk of Council and shall be available to the public during the normal working hours of the Clerk. The Manager is also authorized to adjust the storm utility charge for any parcel where approved run off control measures have been utilized or for other reasons which make the established charge excessive. All administrative decisions of the Manager relating to this chapter or the rules and regulations authorized hereby shall be made on the basis of the need to protect, preserve and improve storm sewer system, equal treatment of like properties, fairness to unique properties, and the health and welfare of citizens.
