931.04 COLLECTION OF CHARGES.

Charges shall be collected with the monthly water bill of water users, collected with the sanitary sewer bill for those connected to the sewer alone, or billed alone as storm drainage charges for those users not connected to and/or not charged for Municipal water and/or sanitary sewer.
