Pursuant to the Constitution of the State of Ohio and the General Laws of the State of Ohio, Council does hereby declare its intention to own, acquire, construct, equip, operate and maintain within the limits of Montpelier, a storm water drainage utility which shall consist of underground storm drains, open drainage ways, and equipment and appurtenances necessary, useful or convenient for a complete storm drainage system.
