929.04 STORM WATER PROHIBITED; CHARGES.
   (a)   Storm water runoff shall not be directed into the sanitary sewer system.
   (b)   No person shall connect any storm drainage runoff to any sanitary sewer or combined sewer nor shall any person permit the storm runoff to drain into the sanitary sewer after having been given notice to the cease the violation by the Village.
   (c)   In addition to any other sanctions which the Village may impose as authorized by law and ordinance, the Village shall impose a sanitary sewer surcharge of fifty dollars ($50.00) per month for the first three months and one hundred dollars ($100.00) per month thereafter when storm runoff is permitted to enter the sanitary sewer system after the time for correction has expired.
   (d)   The Village Manager may grant a variance by letter to a property owner whose storm drainage runoff is entering the sanitary sewer where the circumstances are such that full compliance with this section is greatly impractical such as when the cost of full compliance far outweighs the benefits to the Village. A variance shall be on such conditions as the Village Manager determines and shall be for a period of not more than two years.
