925.01 FURNISHING POWER OUTSIDE MUNICIPALITY.
   (a)   The Manager is hereby authorized to furnish electrical power to properties outside of the corporation limits at such times and in such circumstances as he deems appropriate.
   (b)   The Manager may establish rules and regulations pertaining to the furnishing of such electrical power, which rules and regulations may include, but not be limited to, the payment of the expenses of extending the electrical service; the rates and charges to be made for the furnishing of such power; requirements of consenting to annexation; and the like.
   (c)   In establishing rules and regulations pertaining to the furnishing of such electrical power beyond Municipal limits, the Manager shall be guided by the long-range goals of the Municipal utilities; the expected growth of the Manager; the most efficient methods of furnishing power to the inhabitants of the Municipality and beyond; and the overall good of the Municipality.
