521.06 DUTY TO REMOVE SNOW AND ICE FROM SIDEWALKS.
   (a)   The following area is hereby designated as Sidewalk Snow Removal Zone 1:

From Monroe Street to North Jonesville Street
West Madison Street
From Monroe Street to Moore Street
West Main Street
From Monroe Street to South Platt Street
East Main Street
From South Platt Street to North East Avenue
West Washington Street
From Monroe Street to South Platt Street
North Monroe Street

From West Water Street to West Washington Street
Empire Street
From West Jefferson Street to West Main Street
Broad Street
From West Jefferson Street to West Main Street
South Platt Street
From Main Street to Wayne Street
   (b)   It shall be the duty of the owner of each and every parcel of real estate in the Village abutting upon a sidewalk to keep such sidewalk free of snow and ice and to remove therefrom all snow and ice within twelve hours or, if the parcel is located in Sidewalk Snow Removal Zone 1, then within eight hours, after the abatement of a storm during which such snow and ice have accumulated.
   (c)   The responsibility for snow and ice removal shall be that of the owner of the real estate abutting the sidewalk. If the real estate is being purchased on land contract, the term “owner” shall include both the seller and the land contract purchaser. If the real estate is leased, the owner may require that the tenant be responsible for sidewalk snow and ice removal, however, such agreement shall be between the owner and the tenant and will not alter the responsibility of the owner.
   (d)   If the snow and ice have not been completely removed within eight hours from Zone 1, or within twelve hours from sidewalks in the Village other than in Zone 1, such failure to remove shall constitute a minor misdemeanor. A separate offense shall be deemed committed for each twenty-four hour period the violation continues after the time for completion of the removal has expired.
   (e)   If the snow and ice have not been removed within the time set forth herein (eight hours in Zone 1; twelve hours elsewhere), the Village may itself remove the snow and ice therefrom or may contract to have such snow and ice removed. The Village Manager shall establish a schedule of costs involved, including overhead and collection costs. The Village Manager shall invoice the appropriate abutting property, which invoice shall be paid within thirty days. In the event such invoice is not paid within thirty days, the matter may be referred to the Law Director for collection, or may be certified to the County Auditor for collection with the real estate taxes.
