(a) The owner, harborer, or keeper of any dangerous animal or wild animal that escapes from its custody or control shall, within one hour after he discovers or reasonably should have discovered the escape, report it to a law enforcement officer of the Village.
(b) Whoever violates this section is guilty of a minor misdemeanor for the first offense and a misdemeanor of the fourth degree for each subsequent offense.
