505.05 REGISTRATION OF HOUSEHOLD ANIMALS (DOGS AND CATS).
   (a)   Annual Registration.
      (1)   Dogs.
         A.   Except for guide dogs registered under Ohio R.C. 955.011 and dogs kept by an institution or organization for teaching and research purposes under Ohio R.C. 955.16, no person shall own, keep or harbor a dog more than three months of age without annually registering such dog with the County Auditor. Failure of any dog at any time to wear a valid registration tag shall be prima-facie evidence of lack of registration and subject such dog to impounding and disposition as provided by Ohio R.C. 955.16.
      (2)   Cats.
         A.   No person within the Village shall own a cat over six months of age without procuring registration for such cat as provided in this chapter and keeping secured to such a cat a cat tag bearing the registration number. Failure of any cat at any time to wear a valid registration tag shall be prima-facie evidence of lack of registration and subject such cat to impounding and disposition as provided by Ohio R.C. 955.16.
         B.   Fees shall be as follows:

   (b)   Rabies Immunization Required.
      (1)   Any person who keeps or harbors any animal including, but not limited to, domestic farm animals or household animals shall keep such animals immunized and reimmunized against rabies, by a method listed in the Williams County Department of Health, U.S. Department of Agriculture, Ohio State University Agricultural Extension Services, Ohio Department of Health, U.S. Department of Health, Education and Welfare Center, Center for Disease Control Animal Rabies Compendium or any other method approved by the state or local health department, so that such animal is continually protected against contracting rabies. However, dogs and cats need not be immunized before reaching the age of three months.
      (2)   Animals subject to rabies entering the Village temporarily for displays, shows, exhibitions, field trials and/or breeding purposes or any other purpose shall be properly immunized. All such animals that have been immunized shall be accompanied by an immunization certificate supplied by the veterinarian who immunized the animal.
      (3)   All veterinarians immunizing or re-immunizing animals against rabies shall keep a record of such immunizations or re-immunizations and shall, at the time of such immunizing or re-immunizing, give the owner or keeper of the animal a certificate of immunization or re-immunization which shall include a number identifying the individual record, a complete description of the animal, place where the animal is kept or harbored, name, address, phone number of the owner, keeper or harborer of the animal together with the date and type of immunization or re-immunization and such other pertinent information as needed, along with the signature and typed name and address of the veterinarian. The veterinarian shall forward a copy to the Police Division - Animal Control Section.
      (4)   Nothing in this section shall be interpreted to mean that any animals immunized or re-immunized shall be allowed to run at large in violation of any rabies quarantine, law, ordinance or regulation.

   (c)   Penalty. Whoever violates this section is guilty of a minor misdemeanor for the first offense and a misdemeanor of the fourth degree for each subsequent offense.
