Each member of the board of adjustment shall be appointed for a term of five (5) years; provided that the terms of the members of the board of adjustment shall be such that the term of one member shall expire each year. Vacancies resulting from resignation, removal, or other circumstances where full terms are not served shall be filled for the remainder of the term for which replacement is appointed by the city council.
