8-2-9: WATER MAINS EXTENDED:
   A   Application To Governing Body: Any person or persons, including any subdivider, who desires to have the secondary water mains extended within the City, and is willing to advance the whole expense of such extension, may make application to the Governing Body. The application shall contain a description of such proposed extension together with an agreement to advance the whole expense thereof, which cost shall be verified by the Public Works Manager. The Governing Body may grant or deny the petition as in its discretion seems best for the welfare of existing secondary water users in the City.
   B   Cost Determined: Upon the receipt of such application and map and before the application is granted, the Governing Body shall obtain from the City Manager a statement showing the whole cost of expense of making such extension.
   C   Payment: If the Governing Body grants the application, the amount of the cost of making the extension, as verified by the City Manager shall be paid to the City before any work shall be done on such extension. The payment shall be made within thirty (30) days, or such other time as the City Council shall indicate, after the granting thereof.
   D   Ownership Of Extension: Any such extension shall be deemed the property of the City. (Ord. 86-1, 3-26-1986; 1996 Code)
