8-2-8: PIPE REQUIREMENTS:
   A   Good Repair: All users of secondary water services shall keep their service pipes and connections and other apparatus in good repair and protect from frost at their own expense. No person shall be allowed to dig into the street for the purpose of laying, removing or repairing any service pipe, except with an encroachment permit and under the direction of the Public Works Manager.
   B   Quality: All service and other pipe used in conjunction with the secondary water services of the City shall be of such material, quality, and specifications as the City Council may from time to time by resolution provide, and shall be installed at such distances below ground as may be specified by regulations relating to the Water Department. All work, alterations, or extensions affecting secondary water pipes shall be subject to the acceptance of the Public Works Manager, and no connections with any secondary water mains shall be made without first obtaining an encroachment permit from the Zoning Administrator.
