8-2-6: USE WITHOUT AUTHORITY; RESTRICTIONS:
   A   Turning On Water After Turned Off Prohibited: It shall be unlawful for any person, after the secondary water has been turned off from the premises for nonpayment of secondary water charges or other violation of the ordinances, rules, regulations, or resolutions pertaining to the secondary water supply, to turn on or allow the secondary water to be turned on or used.
   B   Unauthorized Users: It shall be unlawful for any secondary water user to permit any person from other premises or any unauthorized person to use or obtain secondary water services regularly from his premises or secondary water facilities, either outside or inside his premises.
   C   Adjoining Premises: No consumer shall be permitted to conduct secondary water pipes across lots or buildings to adjoining premises.
   D   Large Users: The City Council may permit utilization of the secondary water system by the County and the Cemetery District for the golf course, recreational areas, parks and cemeteries, and by connections exceeding one inch (1") in diameter. Such users, as well as other users of relatively large quantities of water, shall not be permitted to use the secondary water system, except during those hours established by ordinance or resolution.
   E   Seasonal Service: The secondary water system will not be installed at a depth that is necessarily below the frost level. The secondary water system will be closed and drained during such period of the year as the Public Works Manager may determine in order to prevent damage to the system from freezing.
