A Connection: Any property owner, other than a subdivider or developer, seeking one or more connections to the secondary water system, shall file with the city for each such connection a written and signed application, which is on file in the business office, and which includes an agreement for payment of connection fees and annual users charges.
B Connection By Subdividers: Whenever a subdivider or developer desires or is required to install secondary water connections and extensions for a subdivision or development, the subdivider or developer shall enter into a written extension agreement which shall constitute an application for permission to make the extensions and connections and an agreement specifying the terms and conditions under which the water extensions and connections shall be made and the payments that shall be required.
C Connection By Nonowners: Applications for secondary water connections shall be made by the owner of the property to which the connection is to be made. (Ord. 86-1, 3-26-1986; amd. 1996 Code)
