A Required: It shall be unlawful for any person to dig, cut, or remove any sod or earth from any street or other public place, or to alter or begin construction on any City-owned or controlled property within the City without first obtaining an encroachment permit from the Zoning Administrator.
B Modification Or Removal; Owner's Expense: Any alteration or construction performed on City-owned or controlled property without an encroachment permit, or any deviation from the permitted alteration or construction, may be subject to modification or removal at the expense of the owner. (1996 Code)
