   1.   All contractors must obtain a permit from Public Works. The permit fee is $500. This permit will define the hydrant to be used and provides a tally sheet for water usage. Contractors found taking water without a permit or meter will be charged the $500 permit fee, the fee will be non-refundable and will be applied at the first and each subsequent offense.
   2.   The following rates shall apply:
      Up to 3,000 gallons:
      Over 3,000 gallons:
