The Fire Department shall utilize the national incident command system to effectively and safely conduct emergency incident operations. The first arriving fire officer shall be in command of Fire Department response functions at the scene of any emergency incident until command is transferred to another officer. The Fire Department commander on the scene of any emergency incident shall coordinate with other emergency response agencies to ensure safe and efficient operations.
