§ 35.01 DEPARTMENT ESTABLISHED; PURPOSE; ORGANIZATION.
   (A)   There is hereby continued in the city and for its benefit a Fire Department, whose mission is to respond to fire, rescue, hazardous material, and other emergencies, to investigate the cause of fires, and to prevent fires and promote safety in the community.
   (B)   The Fire Department shall be administered by a Fire Chief.
   (C)   The Fire Department shall have officers subordinate to the Fire Chief who shall assist in management of Fire Department duties and functions. The Fire Department chain of command shall be defined in the Fire Department’s Standard Operating Guidelines. The Fire Chief shall develop administrative policies.
   (D)   The Fire Department shall have staff to respond to fires and other emergencies that may occur within the city and contract townships. The Fire Chief shall recommend to the City Administrator for consideration by the City Council a staffing plan for the Fire Department, which shall be adopted as part of the Fire Department Standard Operating Guidelines.
