LIBRARY BOARD
§ 32.025 APPOINTMENT.
   (A)   There is hereby created and established a Library Board pursuant to M.S. Ch. 134, as it may be amended from time to time, and laws amendatory thereof or supplemental thereto. The Board shall consist of five members appointed by the Mayor with the approval of the City Council.
   (B)   The Board shall consist of no more than one member who is not a resident of the city and no more than one member of the City Council.

§ 32.026 TERMS.
   (A)   Two members shall hold office until December 31, 1981, two members shall hold office until December 31, 1982, and one member shall hold office until December 31, 1983.
   (B)   Annually thereafter, appointments shall be for the term of three years.

§ 32.027 REMOVAL OF DIRECTORS.
   The Mayor, with the approval of the City Council, may remove any member of the Library Board for misconduct or neglect of duty.

§ 32.028 VACANCIES.
   Vacancies in the Board shall be filled by an appointment by the Mayor with City Council approval. Any Board member so appointed shall serve the remaining term of the vacated Board member.

§ 32.029 ORGANIZATION OF BOARD AND RULES.
   (A)   Immediately after appointment, such Board shall organize by electing one of its number as President and one as Secretary, and from time to time it may appoint other officers and employees as it deems necessary.
   (B)   The Board shall adopt bylaws and regulations for the government of the library, community room, and reading room and for the conduct of its business as may be expedient and conformable to law.

§ 32.030 ADDITIONAL POWER.
   The Board shall have additional powers as commensurate with M.S. Ch. 134, as it may be amended from time to time, and laws amendatory thereof or supplemental thereto.
