§ 31.01 PURPOSE.

   It shall be the purpose of those rules and regulations to establish a uniform and equitable system of municipal personnel administration for all employees of the city.

§ 31.02 ADOPTION OF CITY PERSONNEL HANDBOOK BY REFERENCE.

   The city’s personnel handbook as adopted by the City Council, and amended as needed, shall serve as the system of municipal personnel administration for the city.

§ 31.03 POSITIONS.

   All offices and positions in the city now existing or hereafter created by the City Council, unless specifically exempt, shall be subject to the provisions of these rules and regulations, except that the following offices and positions in the municipal employ shall be exempt from the provisions of these rules and regulations:

   (A)   Elected officials;

   (B)   Members of boards and commissions; and

   (C)   Appointed officials as follows: Attorney.
