(A) There is hereby established a Parking Lot Maintenance Fund for receipt of funds from leases of city parking lot spaces and from parking ticket fine payments.
(B) This fund shall be used for expenses incurred in the maintenance, repair or improvement of the various parking lots leased by the city.
(C) This account shall be a non-reverting account such that all non-expended funds remaining in the account at the end of each calendar year shall be retained in the account and not revert to the City General Fund.
(D) The former Parking Meter Fund created for receipt of parking ticket fines is hereby repealed and set aside, and any funds remaining in said account shall be transferred to the Parking Lot Maintenance Fund.
