Any public or private cable, wire, conduits, attachments, or equipment or infrastructure, of any kind, occupying a public right-of-way within the city shall move or remove any such items at the owner's cost, should the city determine that traffic conditions, road or sidewalk conditions or improvements, or city utility work, of any kind, necessitates doing so, as and when requested by the city.
