There is hereby also established a special nonreverting operating fund created from moneys and fees procured from park and recreation activities as directed by the Board of Parks and Recreation of the city which shall be deposited with the fiscal officer of the city, as provided by Public Law 309 of 1981, and Public Law 372 of 1983, of the General Assembly.
