(A) The Nonreverting Capital Fund is created from moneys and fees procured from the operation of the city swimming pool, of which all such money and fees received, which exceed in amount the annual budgeted expenses for said swimming pool, shall be deposited to the Fund.
(B) All fees from the city swimming pool not exceeding in amount the annual budgeted expenses for said pool, shall be deposited by the City Fiscal Officer in the General Park Fund.
