In addition to the requirements set forth in this subchapter, any driveway or other curb-cut of any kind over, across, onto, or upon any portion of Sixth Street, Rickey Road, Francis Street, North Main Street from South Beach Drive to Rickey Road, shall be constructed and maintained by the adjacent landowner in accordance with all standards and specifications required by the Indiana Department of Transportation in effect at the time of such construction and maintenance thereof.
