(A) The Board shall elect a President, Vice-President and Secretary at its initial meeting, and at the first meeting of each calendar year thereafter. The initial term of each officer shall terminate December 31, 1991, and such terms shall be for a period of one year thereafter.
(B) The duties of each officer shall include the following:
(1) President. To preside over all meetings of the Board and to determine and call all meetings of the Board;
(2) Vice-President. To preside over all meetings of the Board in the absence of the President; and,
(3) Secretary. To record and preserve minutes of all meetings of the Board and to provide written copies of such minutes to all Board members as well as the Common Council.
(C) The Board may adopt and delegate such other duties to such officers as the Board may determine which are not inconsistent herewith.
