The Economic Development Commission of the city, shall prepare printed forms and require all applicants applying for designation of real estate as Economic Revitalization Area to use such forms in making application for such designation. The Commission shall consider the following items in preparing such printed forms:
(A) Proposed use of real estate;
(B) Proposed type and cost of buildings and equipment, if improvements are proposed;
(C) Proposed operation and number of jobs to be created;
(D) Real estate description and proposed development of the real estate if improvements and/or buildings are not immediately contemplated.
