§ 31.31 CITY ENGINEER.
   (A)   There is hereby established the position of City Engineer. ('77 Code, § 2-99)
   (B)   The City Engineer shall be appointed by the Mayor. ('77 Code, § 2-100)
   (C)   The City Engineer shall have the powers and duties assigned to him by state law or the Mayor. ('77 Code, § 2-101)
