For the purpose of this chapter, the following definitions shall apply unless the context clearly indicates or requires a different meaning.
TAXICABS. Any motor vehicle:
(1) Designed and constructed to accommodate and transport passengers;
(2) That does not operate over defined and designated routes within the corporate boundaries of the city and the suburban territory thereof;
(3) The destination of which is designated by the passenger or passengers at the time of their transport; and
(4) The services of which are held out to the public for hire.
