The Board shall determine, at least yearly, those sidewalks in need of repair or replacement after having taken into consideration:
(A) The sidewalk record;
(B) Location and public use of the sidewalk with first priority given to residential neighborhoods;
(C) The city’s available resources to fund the program;
(D) The recommendation of the Superintendent; and
(E) Any other information considered pertinent by the Board.
