(A) All plans and specifications for driveways shall conform to minimum requirements established by the city engineer before a permit for construction shall be issued. The City Engineer shall cause to be prepared minimum requirements for the construction of said driveways which shall cover materials, grade, dimensions, construction techniques, number per property, curbs, turn radius, locations, sidewalks, culverts and any other matter appropriate and reasonable requirement consistent with the intent and scope of the provisions herein, in the discretion of the Engineer.

All such requirements shall be effective from and after their approval by the Common Council.
