§ 96.02 OBSTRUCTION OF SIDEWALKS, EXCEPTIONS.
   (A)   It shall be unlawful for any person to obstruct any sidewalk by placing thereon or permitting to remain thereon or therein anything which will obstruct free use thereof by pedestrians. ('77 Code, § 17-2)
   (B)   Notwithstanding division (A) above, it shall not be a violation of said section for a merchant to display his wares on the sidewalk immediately in front of his place of business located within the business section of the city so long as there remains at least six feet in even width parallel to the street unobstructed for pedestrian movement along said sidewalk and at least two feet in even width every ten feet perpendicular to the street unobstructed for pedestrian movement across said sidewalk from the street. However, that no obstruction may exist within three feet of the curbline of the street. ('77 Code, § 17-3)
   (C)   Notwithstanding division (A), any social, educational, charitable, religious or other not-for- profit organization may conduct fund-raising sales and other activities which do not violate the restrictions of division (B), provided that they obtain the consent of any place of business in front of whose business such activity will be conducted and a permit defining the times and places for such activity from the Police Department.
