§ 93.53 CONSTRUCTION OF BARRIERS OR FENCES BY CITY; OWNER RESPONSIBLE FOR COSTS.
   In the event that a owner fails or refuses to erect said barricades or pedestrian protection fences, within 30 days after notification, the city Building Inspector may direct the immediate erection thereof by the city, and the costs of such erection and maintenance of said barricades or pedestrian protection fences shall be recovered by the city from the owner in the following manner:
   (A)   The owner or owners shall be billed directly by certified mail for the cost of the erection. The bill for the cost of the erection shall be paid within 60 days after receipt of the bill.
   (B)   If costs are not so recovered, then the city shall cause the costs of the erection of said barricades or pedestrian protection fences to be levied as an assessment and recovered in accordance with applicable state law.
