For the purpose of this chapter, the following definitions shall apply unless the context clearly indicates or requires a different meaning.
ABANDONED ANIMAL. An animal whose owner has voluntarily relinquished possession of it with the intention of terminating his ownership, but without vesting possession in any other person.
ANIMAL SHELTER. Any animal shelter established or designated by the Board of Public Works and Safety to keep, care for or legally dispose of animals impounded as provided for in this chapter.
AT-LARGE. Off the premises of the owner while not under the control of the owners or other person by leash, cord, chain or other device or actual physical restraint or under the control of and accompanying the owner or other person who has the ability to control the animal by voice command. A dog, which has been trained to work, and is working shall not be considered to be at- large.
LICENSED DOG. Any dog on which a tax has been assessed and paid and for which a license tag has been issued as required by state law.
NONIMMUNIZED ANIMAL. Any animal which is required by law to be immunized against rabies, and which has not been so immunized.
OWNER. Any person owning, keeping or harboring an animal.
PEACE OFFICER. This term shall include, but is not limited to, the county sheriff, his deputies, the police officers of the city, members of the state police force, game wardens and animal wardens.
