There is hereby established a junk vehicle fund to be called the Abandoned Car Fund pursuant to the provisions of IC 9-22-1-30, which fund shall be maintained for the Police Department of the city. The City Clerk-Treasurer is directed to keep full and complete records for all receipts thereto and disbursements therefrom.
