To the extent not inconsistent with the provisions of this subchapter or with state law, there is hereby adopted and incorporated by reference for the purpose of governing the procedures to be followed by the Common Council and its several committees, that certain publication known as Robert's Rules of Order, current edition. Two copies of this publication are on file in the office of the City Clerk-Treasurer for public inspection.
