§ 73.30 DEFINITIONS.
   For the purpose of this subchapter, the following definitions shall apply unless the context clearly indicates or requires a different meaning.
   HIGHWAY, STREET or RIGHT-OF-WAY. The entire width between the boundary lines of every public way maintained in the city when any part thereof is open to use of the public for the purpose of vehicular travel.
   OPERATE. To ride in or on or be in actual physical control of the operation of a snowmobile.
   OPERATOR. Any person who operates or is in actual physical control of a snowmobile.
   OWNER. Any person, other than the lienholder, having a property in or title to a snowmobile entitled to the use or possession thereof.
   PERSON. An individual, partnership, corporation, the state or any of its agencies or subdivisions, and any body of persons whether incorporated or not.
   SNOWMOBILE. Any motor-driven vehicle designed for travel primarily in snow or ice of a type which utilizes sled runners or skis, or endless belt tread or any combination of these, with similar means of contact with the surface upon which it is operated.
   VEHICLE. A snowmobile.
