§ 72.99 PENALTY.
   (A)   (1)   Any owner or lessee of the parking facility who violates §§ 72.20 through 72.22 by failing to post signs adjacent to and visible from reserved parking spaces, as required therein, shall be subject to a fine in the amount of $25 per violation.
      (2)   A violation shall be deemed to have occurred each day that such failing to properly post signs exists, per each such improperly posted parking space.
   (B)   (1)   With the exception of §§ 72.20 through 72.22 (see division (A) above), any person who shall violate any of the parking provisions in this chapter shall be assessed and pay the fine in the penal sum of $15. If not paid within 72 hours, the fine is increased to $30.
      (2)   All such fines shall be payable at the office of the Police Department.
      (3)   If such person has not paid such fine within a 72-hour period from and after the time and date noted on the Notice of Violation, such fine shall be automatically increased to the penal sum of $25.
      (4)   All such fines shall be assessed against the registered owner of such vehicle.
   (C)   (1)   Any person who has failed to pay a fine assessed for a parking violation within 30 days of its issuance, and who subsequently parks that person’s vehicle on a city street or a city-owned parking lot, may be subject such vehicle to its immobilization, by an exterior wheel boot device, and shall be further assessed and pay the costs incurred in the installation and removal of such device, in addition to all such unpaid parking fines, prior to the removal of such device.
      (2)   The Police Department may also direct removal of any such vehicle, if the vehicle remains illegally parked for more than 24 hours after the installation of such device.
      (3)   The owner of such vehicle shall also pay all towing costs incurred.
   (D)   All such persons shall be further subject to collection of such fines and costs by an appropriate action in the White Superior Court, including collection of court costs.
