Any person parking a vehicle within any private parking space within the lots without a permit to do so, shall be assessed and pay a fine in the penal sum of $10 for the first offense, if paid within a 72-hour period from and after the time and date noted on the notice of violation. Thereafter, such fine shall be automatically increased to the penal sum of $25. The fine shall be $25 for all second and subsequent offenses, and shall also subject such vehicle to removal and the owner of such vehicle shall be responsible for all towing and removal costs in addition to said fines.
